PATERNITY: If you were NOT married when your child was born, establish paternity (document the biological father of your child) for FREE without having to go to court, through the Voluntary Acknowledgement Program (VAP).
$25.00 ANNUAL FEE: The Federal Government requires DCSE to collect a $25 fee on an annual basis from custodial parents who have never received Temporary Assistance for Needy Families (TANF).
