Specimen Identification, Collection, Packaging, and Documentation Module Training
DPHL offers a variety of courses, arranged as interchangeable modules as part of the training outreach program for Preparedness and Laboratory training. While the majority of courses center around proper identification, collection, and transport of specimens to DPHL in a potential exposure or preparedness event, DPHL continues to expand our offerings to meet the needs of our partners. Please contact us with ideas, suggestions, or contributions.
Module Contents
Each module includes a lecture review of the material as well as a hands-on practical exercise and evaluation. Certificates are mailed for all participants successfully completing the module(s) to the facility coordinator. Additional modules are being prepared as needed. A brief description of each module is listed under "Module Descriptions". Trainers wishing to provide this training to their facilities may complete the modules and receive the material in "train-the-trainer" format electronically post completion.

- The Class 6 materials packaging and shipping course is a 2-year certification; review courses are required to maintain certification. The initial certification course also includes the DOT Hazardous Materials Security Awareness Training.

- The environmental materials packaging and shipping course is a 2-year certification; review courses are required to maintain certification. The initial certification course also includes the DOT Hazardous Materials Transportation Security Awareness Training.
Scheduling
The anticipated 2008 calendar is listed below. DPHL registration ends 2 weeks prior to the scheduled course; any changes after the registration closes must be approved by DPHL. Courses at currently held at DPHL; off-site courses may be arranged depending on availability of DPHL personnel and number of participants. Each module may be scheduled alone as a stand-alone course or as part of a half-day or day series. 2008 Training Schedule
Unless otherwise noted, all sessions are currently scheduled at DPHL. DPHL is working with Delaware State Fire School to transition these courses to their Instructors as part of the Preparedness/WMD training. This is anticipated during spring of 2008. A further schedule will be developed upon transition.

Module Descriptions
Class 6 Materials Packaging and Shipping—full course (2 hours)
- Review of pertinent regulations and procedures for packaging and shipping of infectious materials, clinical specimens under 49 CFR Part 172.
- Meets the initial 2-year training requirement for mode specific and function specific training.
- Note: This training only covers Class 6 materials.
Class 6 Materials Packaging and Shipping—review course (1 hour)
- Review of pertinent regulations and procedures for packaging and shipping of infectious materials, clinical specimens under 49 CFR Part 172.
- Meets the recurrent training requirement for mode specific and function specific training.
- Note: This training only covers Class 6 materials.
Clinical Terrorism Specimen Collection and Packaging (1 hour)
- Review of current clinical collection procedures and referral protocols for potential clinical terrorism specimens for transport to DPHL, CDC, or other referred laboratories.
- Training follows Laboratory Response Network Sentinel and Level 3 training protocols.
- Note: This training only covers suspected clinical terrorism specimens, not routine or reportable illness specimens.
Chain of Custody Documentation Procedures (1 hour)
- Review of pertinent regulations and procedures for evidentiary chain of custody as it applies to specimens to be submitted for analysis.
- Pertains to both clinical and environmental specimens, course is tailored to participants.
Smallpox Identification and Collection Protocols (1 hour)
- Review of historical impact of smallpox on political and social institutions.
- Review of the Laboratory Response Network and CDC protocols for the potential identification, collection, and analysis of smallpox specimen.

- Discussion of appropriate PPE, vaccination, and staffing implications.
DOT Hazardous Materials Transportation Security Awareness Training (CD—30 minutes)
- Introductory CD provided by the US Department of Transportation Transportation Safety Institute (DOT TSI) meeting basic security awareness training requirement under 49 CFR Part 172.
- CD is available for download from the TSI website, or from DPHL.
C-SCPaS Exercise—2-day event (see below for details)
- Follow-up Clinical Specimen Collection, Packaging, and Shipping Exercise, includes documentation and notification evaluation post clinical collection, shipping, packaging, and documentation course.
- Satisfies Public Health Emergency Preparedness Cooperative Agreement exercise requirement for Sentinel and Level 3 clinical laboratories.
- Specimens are identified, collected, packaged, and shipped to DPHL on Day 1.
- Specimens are received and evaluated versus standardized set criteria by DPHL staff on Day 2.
- Covers all types of referred potential clinical terrorism specimens (biological, chemical, radiological, etc.).
Environmental Specimen Collection, Packaging and Shipping—full course* (3 hours)
- Review of pertinent regulations and procedures for packaging and shipping of environmental specimens for analysis under 49 CFR Part 172.
- Meets the initial training requirement for mode specific and function specific training.
- Note: This training only covers environmental specimens, not all Hazardous Materials for transport.
Environmental Specimen Collection, Packaging and Shipping—review course (1 hr)
- Review of pertinent regulations and procedures for packaging and shipping of environmental specimens for analysis under 49 CFR Part 172.
- Meets the recurrent training requirement for mode specific and function specific training.
- Note: This training only covers environmental specimens, not all Hazardous Materials for transport.
E-SCPaS Exercise—2-day event
- Follow-up Environmental Specimen Collection, Packaging, and Shipping Exercise, includes documentation and notification evaluation post environmental collection, shipping, packaging, and documentation course.
- Satisfies Public Health Emergency Preparedness Cooperative Agreement exercise requirement for Sentinel and Level 3 environmental partners.
- Specimens are identified, collected, packaged, and shipped to DPHL on Day 1.
- Specimens are received and evaluated versus standardized set criteria by DPHL staff on Day 2.
- Covers all types of referred potential environmental terrorism specimens (biological, chemical, radiological, food, etc.) in a variety of matrices.
Proficiency Testing Coordination—31st Civil Support Team (in development)
- Proficiency Testing of hand-held equipment with laboratory support for environmental specimens from a Hazardous Materials incident and/or a potential preparedness exposure is in development.
- These sessions are anticipated to be scheduled quarterly through the 31st Civil Support Team and DPHL.
- Members of any Hazardous Materials Team are eligible, but must be registered with DPHL and the 31st CST prior to participation.
- Instrumentation sensitivity, response, and specificity will be investigated as part of this project.
