    • Underage Drinking is a Parent's Problem. The Step Up campaign urges parents- and all adults- to play a more active role in preventing underage drinking. Underage drinking in Delaware is a problem. The data shows us that one in four youths begins drinking before age 13 and two out of three eleventh graders drink.
