About DSS


Within the Department of Health and Social Services, the Division of Social Services (DSS) is directly responsible for administering these programs: Delaware’s Temporary Assistance for Needy Families (TANF), Food benefits, Subsidized Child Care, General Assistance and Refugee Cash Assistance.

DSS is led by the Division Director who is supported by a Deputy Director, Chief Financial Officer and 415 permanent staff. DSS is comprised of four organizational sections: Program and Policy Development, Support Services, Service Delivery, and the Community Partner Support Unit, which increases access to services by providing ongoing, personalized support to organizations that serve those who are eligible for state benefits.
