Section 20.15 Personnel (pg 6) states “The CONTRACTOR” should also have a minimum of five (5) years of genetic testing experience…” Will the State accept a laboratory that has been performing parentage testing for three years that is under the direct supervision of a Director with credentials that has been accepted by AABB for more than 10 years? Answer; We will accept a bid from any vender which conforms to the mandatory requirements. All bids will be evaluated in accordance with the criteria and procedures published in this RFP 2. Section 30.60 Statistics (pg 14) states “On a monthly basis the selected CONTRACTOR must provide … a county-by-county summary of genetic testing completed during the previous six months.” Is that correct, or does the Division want a county-by-county summary of genetic testing completed during the previous month? Answer: This sections should read “ On a monthly basis the selected CONTRACTOR must provide … a county-by-county summary of genetic testing completed during the previous month. 3. Who is the current Contractor? Answer: Laboratory Corporation of America. 4. What is the current price? Answer: The State will not disclose the current price during the bid process. 5. Approximately how many cases are performed absent the mother’s sample? Answer: < 20 per year 6. Approximately how many cases annually involved collection of incarcerated individuals? Answer: Between 60 and 70 7. Approximately how many cases require court testimony? Answer: None in the last 5 years 8. Approximately how many collections are required from out of state parties? Answer: approximately 125 9. Is it necessary for us to submit a copy of a Delaware business license with our proposal or is this an item we can acquire after we’ve received notice of award? Answer: The Delaware business license can be submitted after the award. 10 Please identify the current service provider and its fee schedule. Answer: See # 3 and 4 above 11 Is the initial term of this contract Jan. 1, 2009 – Dec. 31, 2011 as described on page 11 or Jan. 1, 2009 – Dec. 31, 2013 as depicted on page iv? Answer: Jan 1, 2009 to December 31, 2013 12. There are slight variations in the delivery address for proposal delivery. Please confirm that the address provided on page 18 is the exact address where proposals must be sent. Answer: The address on page ii is the address and phone number for Ms. Skelly- the Departments official recipient for the bids. 13. Please clarify the submission requirements. Section 40.60 states 2 signed originals and 5 copies for the technical and cost proposals, yet Section 60.20 stipulates something entirely different, including 10 copies of the executive summary, which is part of the technical proposal. How many copies of each volume and portion of the proposal are required? Answer: * 2 originals and 5 copies each of the Technical and Business portions of the proposal * 2 originals and 10 copies of an executive summary provided with the technical proposal * 3 copies of the organizations audit or audited financial statement 14. It is our interpretation that the current contract requires collections at three vendor managed sites. This solicitation anticipates adding additional collection sites. a. Can you provide an estimate of the number of new sites that may be added? Answer: At a minimum, each of the 3 Family Court locations b. Will these new collection sites replace any or all of the sites currently in use? Answer: Not in the foreseeable future. c. Will any of the new sites be provided by the agency?
