If you do want the signed contract as part of the proposal, should it be included in all 12 copies or just in the two original copies? A4. The signed boilerplate is not part of the proposal. A signed boilerplate is expected once a vendor selected and contract negotiations are completed. The boilerplate is included in the RFP in order for potential vendors to be aware of the Department’s expectations in advance and that the boilerplate will not be altered, however additional provisions can be included as an Appendix.
