A1: You can put it in the proposal if you feel it addresses number three. Q2: Can we work in conjunction with larger firms or agencies that have existing statewide tobacco prevention programs through RFPs or would this be a conflict? A2: There are several programs that we fund (several through this RFP). There are other agencies such as the Kids Department that may have programs as well. We feel that the more collaboration between programs the better. Q3: Is it a requirement to subcontract with businesses listed with the Delaware Office of Minority and Women Business Enterprise? How is this criteria applied under the RFP Proposal Evaluation Criteria? A3: It is encouraged but not required. This is applied under the “Qualifications of Vendor” portion of the evaluation criteria specifically: Demonstrates the ability to collaborate with agencies, groups, or individuals, to realize the project’s goals. Q4: Would a successful pilot program that was implemented in one school district and then implemented statewide in the future meet the intent of the scope of services? A4: The intent of the scope of services is to reach the entire state of Delaware. Pilot programs that are included in the proposal should have measurable objectives and a clear plan for evaluation. Proposals should address each of the components listed under the scope of services.
