Q: Are all of the mandatory services listed in Section II (Scope of Services), Section A and Section B, limited to only those residents that are Medicare eligible, or is the expectation that a supplier is to provide all of these services to all of their residents in all four facilities? A: All services under this contract are limited to those residents that are Medicare eligible. This is strictly a Medicare reimbursable contract. 2. Q: Would the use of independently contracted, local dieticians and registered nurses and pump maintenance staff to provide the services in Section II (Scope of Services) be prohibited by Section II.B, which states that the use of subcontractors “is not permitted”? Are you requiring that all personnel be employees of supplier? A: Section II, B; stated that the use of subcontractors “is not permitted.”’ After careful consideration, that section has been changed.” The State will allow vendor to sub-contract services and vendor will be held responsible for assuring current certifications and/or licenses as appropriate. 3. Q: Request to incorporate into the Scope of Services a preventative maintenance schedule or replacement of equipment schedule. A: Although it’s not part of the RFP, it would be viewed very favorably if a bidder incorporated a preventative maintenance plan or schedule in their bids. 4. Q: In Section II, Scope of Services, Enteral Feeding of the RFP, the supplier is required to monitor “metabolic, psychosocial, physical and physiologic parameters of nutritional status and organization of data” for those enteral residents determined by the medical staff. Is the supplier’s dietician expected to examine the patients to obtain this information and data, or will the supplier’s dietician be given this information and data by the medical staff? A: The supplier is not expected to examine patients. Information will be supplied by the medical/nursing staff. 5. Q: Is the requirement of in-facility time by a supplier provided dietician of two days per week per facility firm? What if the number of Medicare eligible enteral patients does not require this minimum amount of time? A: Under Scope of Services, Section II, A.2. a: Dietician will be utilized at the discretion of the facility. This allows for discretion based on resident need. 6. Q. Enteral services for non-medicare provider – Is it only Part B or also part A. Who is the cost absorbed by? A. This Contract deals with Part B only. Each facility conducts independent ordering and delivery of supplies for all other residents including Medicare Part A. It is the responsibility of the provider to arrange for pick-up of products not covered by Medicare to avoid absorbing cost. Facilities are not to be invoiced for product or services not covered. 7. Q. Is someone currently providing services? A. Yes 8. Q. Are hours of service primarily during the daytime hours. A. Yes RFP Changes: Section IA, page 11. The Division of Public Health operates three Long Term Care facilities; all three will be considered for participation in the contract. Specifically, the Governor Bacon Health Center (GBHC), located in Delaware City, DE has been added because the Center does have a resident population that may qualify for services under this contract.
