What are the on- call rates? 6) The state expects all bidders to include rates for all physician positions, as well as for on-call service rates. 7) What times is on-call coverage needed? 7) On call “expectations” are specified in the RFP on page 12, Item F. Currently at DHCI, the on-call schedule begins at 4:00 PM, Monday thru Friday and ends the next morning when the next scheduled physician arrives. On-call coverage at the other two sites begin about one-half hour earlier. On weekends, 24 hour coverage is the expectation, with rounds conducted once daily, as stated in the RFP; which applies for all facilities. QUESTION ANSWER 8) What is the rotation of on-call coverage and with how many employees? 8) As stated in the RFP on pg. 13, Item F, #4, “a schedule of staff providing on-call coverage” is to be provided by the vendor. Currently, the two full time contractual Physicians fill the on-call coverage schedule during the week and there are two other contractual physicians who provide coverage on weekends and holidays. The State is expecting the vendor to determine the number of staff to support their rotation schedule, with staff consistency. Also, the one State Merit Physician does not provide on-call services, work weekends, or holidays. 9) Will the Medical Director provide on-call coverage beside administrative availability? 9) The RFP specifies the administrative and clinical duties of the Medical Director beginning on page 9, under C. Responsibilities. This section also references the expected availability of the Medical Director in item #10. (page 10). 10) a. Is any travel involved for these positions between the facilities? b. Are any of the positions rotated between facilities? c. Is travel billable? a. The RFP details the minimum physician complement on pg. 8. The State of Delaware employs one merit physician, who is currently working at DHCI. Primarily, the contractual Medical Director travels to all three facilities. b) There may be unexpected physician hours which may be required between the three LTC sites. Only during unexpected occurrences will rotating physicians be acceptable and on a very limited timeframe. c. Travel is not billable. This issue is between the vendor and their physicians providing the contractual obligations. 11) What is the current caseload for these positions? Currently at DHCI, which is an Intermediate Care Facility (ICF) and Skilled Nursing Facility (SNF), there are three full-time physicians and one Medical Director. One of the physicians is a State of Delaware employee. The census in the building (as of Thursday, April 15, 2010) is 201. There are seven resident units, with an average of 28 residents per unit. Each physician is assigned two units. In addition, the Medical Director has one unit. Emily Bissell Hospital is an ICF and SNF facility with a census of 68. One contractual physician serves the entire resident population on a full time basis. Governor Bacon Health Center is an ICF site and has a census of 83. One contractual physician serves the entire resident population full time. 12) There is a discrepancy in the project start date as stated on page 13, Section I, and on page 23 section L. The correct project start date is September 1, 2010. 13) Is a bidder allowed to use incumbents? Is it preferred or expected? Any relationship between current contracted provider staff and potential contracting organization is strictly between those two parties. 14) Are respiratory services available at all facilities? No, just at Bacon and Bissell. 15) Do you plan to award this bid to multiple bidders or only one bidder? It will be awarded to only one bidder. TOUR OF DHCI QUESTIONS/ANSWERS Friday, April 16, 2010 QUESTION ANSWER 1) Are most of our services (Rehab) contracted? Yes 2) How many pharmacists do you have? Five 3) a) Is the dentist contracted? b) For all three facilities a) Yes b) Yes 4) Does he (the Dentist) service all three facilities here? No. He provides services at DHCI for DHCI residents only. Governor Bacon residents are transported to Emily Bissell; where he sees both Emily Bissell and Governor Bacon residents. 5) Do you have contracted nursing in the facilities? Yes. We do have agency nurses that service our sites and we try to put them on the same units so they can become familiar with our residents. 6) Do you have an eye doctor that comes in? Yes. An eye doctor and Podiatrist. 1
