What is the definition of a non-traditional pharmacy? A traditional pharmacy is considered one which provides services to a walk-in clientele for general pharmacy services. Therefore, a non-traditional pharmacy is considered one that provides medication via the mail, provides infusion therapies, or has a special client base. 2. What process will be used to execute the contract extensions for the out years of the agreement? Assuming all parties agree to the extension, an amendment to the agreement will need to be signed for each extension. 3. What is the clinical necessity for a blood glucose meter which is capable of testing blood ketones for the Delaware Medicaid population? This criterion was changed in Addendum #1. 4. Is the State aware that of the four major manufacturers of blood glucose meters only one currently fulfils the requirement of a single meter which tests both blood glucose and blood ketones? This criterion was changed in Addendum #1. 5. What is the clinical necessity that the test strip sample size must be equal to or less than 0.3 micro liters? This criterion was changed in Addendum #1. 6. Is it the intent of the state to allow the selected manufacturer to provide its entire portfolio of Glucose testing products even if some do not meet the requirements as specified in this section? Only products that meet minimum requirements will be on the “preferred list”. 7. Does the state have a position on certain contract terms and conditions? Not at this time. Contract terms and conditions will not be addressed until the DHSS enters into the post-award phase of this procurement. 8. If a meter accomplishes the intent of this requirement (that is, for use by the visually impaired) does it satisfy this requirement? (i.e., clinical requirement d. Manufacturer/ labeler (the bidder) must offer a minimum of 1monitor with a backlit screen for clients that have difficulty with their eyesight.) Yes. In regard to clinical requirement d., if a product is intent for the use by the visually impaired, it can be included in the bid for its consideration in meeting this requirement. 9. The RFP says that proposals from "various labelers or manufacturers of diabetic supplies" are being requested. Are there any other entities such as other medical care providers who can bid? This RFP is not intended to “sole source” (that is, give exclusive rights for) the dispensing of the product by a provider. It is to allow the labeler/manufacturer to have its product identified as preferred. 10. Are the supplies shipped to 1 warehouse or are the supplies shipped to patients homes? When the contract states rebates, am I to understand that we bill the state of Delaware each month? If shipped to a warehouse, how many shipments per year would you prefer? Labelers/manufacturers are expected to manage inventory and delivery so to assure that the supplies are adequately distributed to enrolled providers throughout the State to meet the needs of the population. Based on consumption levels of the diabetic supplies, calculations regarding the rebate are performed per the agreed upon terms and conditions stated within the signed agreement. Invoices are generated by the DMMA fiscal agent and sent to the labeler/manufacturer.
