REQUEST FOR INFORMATION RMTS and Cost Allocation Software The Division of Management Services, Delaware Health and Social Services is seeking information regarding vendors capable of meeting the software needs outlined below and the cost for same: (1) Replacement of DHSS WINRMS95 RMTS Software DHSS currently conducts its’ Random Moment Time Study (RMTS) survey by contacting direct service field staff by telephone throughout a 3 month period. DHSS utilizes a DOS based RMTS software called WINRMS 95 to (1) generate the quarterly list of workers to be surveyed, (2) enter in the resulting worker survey responses and (3) subsequently produce quarterly effort statistics to be applied when allocating costs to Federal/State programs. The software was purchased in the 1990’s and is no longer vendor supported. Significant advances have occurred in software technology as well as means of conducting RMTS since the purchase of the WINRMS 95 software. Given the technology advancements and the absence of vendor support, DHSS wishes to secure technical/cost proposals to replace this software and conduct the RMTS by electronic means (as opposed to phone surveys). Proposals are to include the cost of installation, any annual license fees, the training of staff on how to use the software/system and a documentation manual that can be used for training new staff. The contractor will provide assistance to DHSS in using the new software during the initial quarter of implementation. (2) Replacement of DHSS’s NGCS II Cost Allocation System Software. DHSS currently uses NGCS II software into which are entered the RMTS statistics produced by the WINRMS 95 software along with quarterly cost pool financial information. The software then calculates the costs to be allocated to Federal and State programs. The software was purchased in the 1990’s and is no longer vendor supported. Given the software’s lack of flexibility to accommodate coding updates resulting from organizational changes or growth and the absence of vendor support, DHSS wishes to secure technical/cost proposals to replace this software. Proposals are to include the cost of installation, any annual license fees, the training of staff on how to use the software/system and a documentation manual that can be used for training new staff. The contractor will provide assistance to DHSS in using the new software during the preparation of the initial quarterly PCAP claim.
