Delaware Develops Application to Renew its Elderly and Disabled Medicaid Waiver

Delaware has developed an application to renew its Home and Community-Based Waiver for the Elderly and Disabled (E&D Waiver). The renewal application was prepared by the Division for Services for Aging and Adults with Physical Disabilities (DSAAPD) in coordination with the Divison of Medicaid and Medical Assistance (DMMA). DSAAPD serves as the operating agency for the E&D Waiver and DMMA, as the State Medicaid Agency, provides oversight.

The E&D Waiver, originally approved in 1985, is approaching the conclusion of its current five-year effective period.  In order to continue providing services under this waiver after June 30, 2009, Delaware must submit a renewal application to the Centers for Medicare and Medicaid Services (CMS). The renewal application proposes that Delaware continue providing services under the E&D Waiver from July 1, 2009 through June 30, 2014.

The E&D Waiver offers an alternative to nursing home care by providing services to help participants live safely at home. Available services include adult day services, personal care, respite care, personal emergency response systems, and specialized medical equipment & supplies. Case management support is also provided to all participants.

The E&D Waiver application is available in electronic format in the Publications section of this website. (See the "Plans and Other Documents" listing at the bottom of the Publications page.) The application is subject to change based on feedback received from CMS prior to July 1, 2009. The final version of the application will be available in the Publications section following approval from CMS.
