The Licensing and Certification Section is responsible for:\n\n\n\n<\/p>\n\n\n\n<ul>\n\n\n\n  <li>Licensing long term care facilities to operate in Delaware\n\n\n\n  <\/li>\n\n\n\n  <li>Certifying nursing homes for Medicare and\/or Medicaid in Delaware\n\n\n\n  <\/li>\n\n\n\n  <li>Determining and monitoring compliance with State and Federal long term care regulations and standards\n\n\n\n  <\/li>\n\n\n\n  <li>Conducting annual surveys and surprise inspections, including night and weekend visits\n\n\n\n  <\/li>\n\n\n\n  <li>Responding to complaints and incidents regarding quality of care, quality of life, and\/or violations of resident&#8217;s rights and\n\n\n\n  <\/li>\n\n\n\n  <li>Operating and maintaining the Delaware Nurse Aide Registry.\n\n\n\n  <\/li>\n\n\n\n<\/ul>\n\n\n\n<h2>\n\n\n\n  Facility Inspections\n\n\n\n<\/h2>\n\n\n\n<p>\n\n\n\n  The Division of Health Care Quality issues a survey report to each long term care facility at the conclusion of the\n\n\n\n  Division\u2019s annual and\/or complaint\/incident surveys of the facility.\u00a0 For annual (and some complaint\/incident) inspections,\n\n\n\n  nursing homes that are certified to receive Medicare and\/or Medicaid are issued two reports, one for the Federal survey and one for the\n\n\n\n  State survey.\u00a0 Facilities that only have a State license receive just the State survey report.\u00a0 For a copy of a survey report,\n\n\n\n  please <a href=\"contact.html\">contact the Division\u2019s New Castle County office<\/a>.\n\n\n\n<\/p>\n\n\n\n<p>\n\n\n\n  The Centers for Medicare &#038; Medicaid Services (CMS) has a website that gives detailed information about the past performance of every\n\n\n\n  nursing home that is certified to receive Medicare and\/or Medicaid.\u00a0 The website, called Nursing\u00a0Home Compare, is\u00a0<a href=\"https:\/\/www.medicare.gov\/nursinghomecompare\/search.html?\">https:\/\/www.medicare.gov\/nursinghomecompare\/search.html?<\/a>.\n\n\n\n<\/p>\n\n\n\n\n\n\n\n<h2> Report Abuse in a Facility <\/h2>\n\n\n\n<p>\n\n\n\n  To Report an incident of abuse, neglect, mistreatment, financial exploitation or have a complaint about patient\/client rights, quality of care, staffing, HIPPA concerns, or security concerns, etc.  please use the DHCQ Incident Reporting System. Not sure if you should report contact us anyway.
