AIDS/HIV Home and Community-Based Waiver Program

An individual applying for the Acquired Immune Deficiency Syndrome/Human Immunodeficiency Virus(AIDS/HIV) Waiver program must be diagnosed as having AIDS or be HIV positive and have two associated symptoms and require an intermediate or skilled level of care.

This program enables these individuals to remain in the community comfortably and safely by providing special community-based services. Those who are eligible for this program can receive, as needed, all regular Medicaid services and also additional Waiver services that Medicaid normally does not cover. These special Waiver services include:

  • Case Management - The case manager helps the individual determine what services he needs to remain safely in the community and helps obtain these services.
  • Homemaker Services - A homemaker aide will help with personal care such as bathing and dressing, and can also help with household chores such as light housekeeping and laundry.
  • Respite Care - This service allows an individual to have an aide come to his home to take care of him for short periods of time when his primary caregiver has to be away from the home.
  • Mental Health Services - This service allows an individual to remain in the community while obtaining relief from AIDS-related psychiatric and neurological symptoms by receiving appropriate psychiatric and substance abuse treatment services. This service is for waiver individuals who are not eligible under the Medicaid State Plan. The Medicaid State Plan allows for the provision of services to individuals with acute mental illness or those who are IV drug users. It is not available to all Waiver clients.
  • Supplemental Nutrition - This service is to be routinely considered for individuals diagnosed with HIV and AIDS to ensure proper treatment in individuals experiencing weight loss, wasting, malabsorption and malnutrition. Such oral nutritional supplements are offered as a service to individuals who meet AIDS Waiver requirements and who are at nutritional risk.
