Governor Jack Markell to sign HB 10 into law on July 9, codifying the Delaware Office of Financial Empowerment.
WHAT: | A joint bill signing ceremony and 4th anniversary celebration for Stand By Me.Stand By Me is a financial empowerment program, jointly sponsored by the Delaware Department of Health and Social Services and United Way of Delaware. |

WHEN & WHERE: | The signing ceremony will take place at 5 p.m. Thursday July 9, 2015 in the Diamond Room (fourth floor) at Dover Downs, with the celebration to follow. |
WHY YOU SHOULD COVER THIS | Delaware will become the first state in the nation to take a stand on economic security and create an independent state Office of Financial Empowerment. Stand By Me partners with businesses, state agencies, educational institutions, and the nonprofit sector to help Delawareans achieve financial well-being, which includes managing day-to-day financial challenges, dealing with unexpected expenses, and making financial choices that enhance their lives.
In attendance will be legislators, program managers, coaches and clients, all available to speak with reporters.
This landmark legislation, sponsored by Rep. Mike Barbieri and Sen. Bethany Hall-Long and approved on April 28, makes Delaware a national model because it takes the lead in helping its residents reach economic security. The new Office of Financial Empowerment, within the Department of Health and Social Services, will continue to offer the stand By Me financial empowerment program to all Delawareans at no cost to them.
Since launching in May 2011 with a financial coaching program that served 312 people in its first six months, $tand By Me has expanded into a multidisciplinary initiative that has provided an array of financial empowerment services to more than 30,000 people across Delaware.
