Meaningful impact.<\/em><\/strong><br>\r\n<br>\r\nDelaware is launching a new Medicaid Advisory Committee (MAC) that will advise the Division of Medicaid and Medical Assistance (DMMA) on topics related to program operations and the needs of Medicaid beneficiaries. The committee\u2019s primary role is to offer guidance that helps Medicaid programs better meet the needs of beneficiaries while ensuring compliance with both federal and state regulations. The MAC will be a diverse group of Medicaid stakeholders with a wide range of perspectives and experiences. <br> \r\n<br>\r\nThe MAC focuses on improving access to quality healthcare, addressing program challenges, and fostering transparency and accountability. It will review proposed changes to Medicaid policies, evaluate program performance, and advise on strategies to enhance service delivery. By serving as a bridge between Medicaid administrators and the public, the committee plays a vital role in shaping a responsive healthcare system. <br>\r\n<br>\r\nThe MAC, with support from Delaware Medicaid, will submit an annual report which includes a section describing the activities, topics discussed, and recommendations of the Beneficiary Advisory Council (BAC), as well as the State\u2019s responses to the recommendations. MAC members will be provided an opportunity to have a final review of the annual report. <br>\r\n<br>\r\nThe MAC will replace the existing Medical Care Advisory Committee (MCAC), <strong>effective July 9, 2025. <\/strong><\/p>\r\n<br>\r\n<br>\r\n<hr>\r\n<h2>Statement of Purpose<\/h2>\r\n<br>\r\n<p>The Medicaid Advisory Committee (MAC) serves as a forum for meaningful stakeholder engagement and guidance on the administration of the state\u2019s Medicaid program. The Committee\u2019s purpose is to advise Medicaid on strategies to improve access, quality, and outcomes of care for Medicaid beneficiaries.<\/p>\t\t  \r\n\r\n<ul style=\"font-size: medium\">\r\n\r\n <li>Additions and changes to services<\/li>\r\n\r\n <li>Coordination of care<\/li>\r\n\r\n <li>Quality of services<\/li>\r\n\r\n <li>Eligibility, enrollment, and renewal processes<\/li>\r\n\r\n <li>Beneficiary and provider communications by State Medicaid agency and Medicaid MCOs<\/li>\r\n\r\n <li>Cultural competency, language access, health equity, and disparities and biases<\/li>\r\n\r\n <li>Access to services<\/li>\r\n\r\n <li>Other issues that impact the provision or outcomes of health and medical care services<\/li>\r\n<br>\r\n<em>The MAC is advisory, its insights are essential to informing program improvements. <\/em>\r\n\r\n<\/ul>\r\n\r\n<br>\r\n<hr>\r\n<h2>Membership Requirements<\/h2>\r\n\r\n<p> The MAC will include 20 members: Five members will come from the <a href=\"https:\/\/dhss.delaware.gov\/dmma\/bac_homepage\/\" target=\"_blank\">Beneficiary Advisory Council (BAC)<\/a>, and the remaining members will represent the following groups:\r\n\r\n\r\n<ul style=\"line-height: 2.1em;margin-top: 1em;margin-bottom: 1em\">\r\n\r\n <li>State or local consumer advocacy groups or other community-based organizations that represent the interests of, or provide direct service, to Medicaid beneficiaries.<\/li>\r\n\r\n <li>Clinical providers or administrators who are familiar with the health and social needs of Medicaid beneficiaries and with the resources available and required for their care. This includes providers or administrators of primary care, specialty care, and long-term care.<\/li>\r\n\r\n <li>Participating Medicaid MCOs or a health plan association representing more than one such plans<\/li>\r\n\r\n <li>Other State agencies that serve Medicaid beneficiaries (for example, foster care agency, mental health agency, health department, State agencies delegated to conduct eligibility determinations for Medicaid, State Unit on Aging), as ex-officio, non-voting members.<\/li>\r\n\r\n<\/ul>\r\n\r\n<h2>MAC Members will:<\/h2>\r\n<ul style=\"line-height: 2.1em;margin-top: 1em;margin-bottom: 1em\">\r\n\r\n\r\n <li>Complete a term limit of at least 2 years and no longer than 3 years.<\/li>\r\n\r\n\r\n <li>Terms may not be followed immediately by a consecutive term for the same member<\/li>\r\n\r\n\r\n <li>Meet as a committee at least four times per year (quarterly) for no more than 2 hours per meeting*<\/li>\r\n<em>*Delaware will make at least two MAC meetings per year open to the public and include a public comment period. <\/em>\r\n<\/ul>\r\n<br>\r\n<p>The Division will accommodate both in-person and virtual attendance, though in-person is preferred.
