Registered members of Wilmington&#8217;s Needle Exchange Program (NEP) are exempt from\n\n\n  Delaware&#8217;s paraphernalia laws for possession of hypodermic needles.\n\n\n<\/p>\n\n\n<h2>\n\n\n  <strong>Who is Eligible:<\/strong>\n\n\n<\/h2>\n\n\n<ul>\n\n\n  <li>An active injected drug user.\n\n\n  <\/li>\n\n\n  <li>At least 14 years of age.\n\n\n  <\/li>\n\n\n  <li>A resident of the city of Wilmington.\n\n\n  <\/li>\n\n\n<\/ul>\n\n\n<p>\n\n\n  <strong>To Exchange Needles You Must:<\/strong>\n\n\n<\/p>\n\n\n<ul>\n\n\n  <li>Turn in one used needle for each new needle.
