   <\/tr>\n\n\n  <\/tbody>\n\n\n<\/table>\n\n\n<p>\n\n\n  Carol Barnett, a Planner with the Delaware Division of Services for Aging and Adults with Disabilities (DSAAPD), is a dedicated advocate\n\n\n  for older people, people with disabilities, and caregivers. She is also a caregiver herself. Carol is the primary caregiver for her\n\n\n  brother, Steve, who has cerebral palsy.\n\n\n<\/p>\n\n\n<p>\n\n\n  On December 3, 2015 at a Delaware Health Care Commission meeting, AARP honored Carol and presented her with a &#8220;Portrait of\n\n\n  Care,&#8221; a hand-painted portrait of Carol and Steve together.
