The site will be updated\n\n\n  regularly to provide information and support for the SPF SIG project. Delaware&#8217;s SPF SIG team looks forward to working with our\n\n\n  communities to enhance the safety and well-being of all Delawareans.\n\n\n<\/p>\n\n\n<ul>\n\n\n  <li>\n\n\n    <a href=\"\/wp-content\/uploads\/sites\/12\/dsamh\/pdf\/ytdsummary112210.pdf\">Year-to-Date Summary Report<\/a>\u2009\n\n\n  <\/li>\n\n\n<\/ul><br>\n\n\n<h2 class=\"text-center\">\n\n\n  Strategic Prevention Framework &#8211; State Incentive Grant (SPF SIG)\n\n\n<\/h2>\n\n\n<p>\n\n\n  The Strategic Prevention Framework State Incentive Grant (SPF SIG) program is an infrastructure grant program developed by the Substance\n\n\n  Abuse and Mental Health Service Administration (SAMHSA). SPF SIGs provide funding to states, tribes, and territories, which to do the\n\n\n  following:\n\n\n<\/p>\n\n\n<ul>\n\n\n  <li>Prevent the onset and reduce the progression of substance abuse\n\n\n  <\/li>\n\n\n  <li>Reduce substance abuse-related problems in communities\n\n\n  <\/li>\n\n\n  <li>Build prevention capacity and infrastructure at the state and community levels\n\n\n  <\/li>\n\n\n<\/ul>\n\n\n<p>\n\n\n  The Strategic Prevention Framework is built on a community-based risk and protective factors approach to prevention that includes a\n\n\n  series of guiding principles that can be implemented at the Federal, State\/Tribal, and community levels. Although SPF SIG funds are\n\n\n  directed through the States and federally recognized Tribes and Tribal organizations, SAMHSA envisions the SPF SIGs prevention activities\n\n\n  will be implemented through partnerships between the States\/Tribes and their respective communities.\n\n\n<\/p>\n\n\n<p>\n\n\n  The Strategic Prevention Framework requires recipients to systematically accomplish the following steps in order to provide culturally\n\n\n  competent and sustainable prevention programs, policies, and practices:\n\n\n<\/p>\n\n\n<ul>\n\n\n  <li>1.Assess prevention needs based on epidemiological data [<strong>Assessment<\/strong>]\n\n\n  <\/li>\n\n\n  <li>2.Build prevention capacity [<strong>Capacity<\/strong>]\n\n\n  <\/li>\n\n\n  <li>3.Develop a Strategic Plan [<strong>Planning<\/strong>]\n\n\n  <\/li>\n\n\n  <li>4.Implement effective community prevention programs, policies, and practices [<strong>Implementation<\/strong>]\n\n\n  <\/li>\n\n\n  <li>5.Evaluate efforts and outcomes [<strong>Evaluation<\/strong>]\n\n\n  <\/li>\n\n\n<\/ul><br>\n\n\n<h3 class=\"text-center\">\n\n\n  The Five Steps of the Strategic Prevention Framework:<br>\n\n\n  <em>Needs Assessment, Capacity Building, Planning, Implementation, &#038; Evaluation<\/em>\n\n\n<\/h3><br>\n\n\n<strong>Step 1: Needs Assessment<\/strong>\n\n\n<p>\n\n\n  Assessment helps define the problem(s) or issue(s) that a project needs to address. During the needs assessment phase, it is necessary to\n\n\n  collect data in order to understand a population&#8217;s needs, review the resources that are required and available, and identify the\n\n\n  readiness of the community to address prevention needs and service gaps.\n\n\n<\/p>\n\n\n<p>\n\n\n  To gather the necessary data, states will create an epidemiological workgroup. The data gathered will greatly influence the state&#8217;s\n\n\n  strategic plan and funding decisions.\n\n\n<\/p>\n\n\n<p>\n\n\n  The Delaware Drug and Alcohol Tracking Alliance (DDATA) is Delaware&#8217;s State Epidemiological Outcomes Workgroup (SEOW).\n\n\n<\/p>\n\n\n<p>\n\n\n  Step 2: Capacity Building\n\n\n<\/p>\n\n\n<p>\n\n\n  Capacity building involves mobilizing human, organizational, and financial resources to meet the project goals. Training and education to\n\n\n  promote readiness are also critical aspects of building capacity.\n\n\n<\/p><strong>Step 3: Planning<\/strong>\n\n\n<p>\n\n\n  Planning involves the creation of a comprehensive Strategic Plan which includes distinct goals, objectives, and strategies aimed at\n\n\n  meeting the substance abuse prevention needs of the community (as addressed by the Needs Assessment in Step 1). During this phase,\n\n\n  organizations select logic models and evidence-based policies and programs. They also determine costs and resources needed for effective\n\n\n  implementation.\n\n\n<\/p><strong>Step 4: Implementation<\/strong>\n\n\n<p>\n\n\n  The implementation phase of the SPF process is focused on carrying out the various components of the prevention plan, as well as\n\n\n  identifying and overcoming any potential barriers. During program implementation, organizations detail the evidence-based policies and\n\n\n  practices that need to be undertaken, develop specific timelines, and decide on ongoing program evaluation needs.\n\n\n<\/p><strong>Step 5: Evaluation<\/strong>\n\n\n<p>\n\n\n  Evaluation helps organizations recognize what they have done well and what areas need improvement. The process of evaluation involves\n\n\n  measuring the impact of programs and practices to understand their effectiveness and any need for change. Evaluation efforts therefore\n\n\n  greatly influence the future planning of a program.
