This manual explains rules regarding eligibility for DSS programs including Food\n\n\n\n\n  Supplement Program, Temporary Assistance for Needy Families (TANF), General Assistance, Subsidized Child Care, Medicaid, Delaware Healthy\n\n\n\n\n  Children Program, and the Delaware Prescription Assistance Program.\n\n\n\n\n<\/p>\n\n\n\n\n<p>\n\n\n\n\n  You may access the Delaware Title XIX Medicaid State Plan and State Plan Amendments on the <a href=\"https:\/\/www.medicaid.gov\/state-resource-center\/medicaid-state-plan-amendments\/index.html\">Centers\n\n\n\n\n  for Medicare and Medicaid (CMS)<\/a> website.\n\n\n\n\n<\/p>\n\n\n\n\n<p>\n\n\n\n\n  Title 42 of the Code of Federal Regulations (CFR), Volume 2, Chapter IV, parts 430 \u2013 499 contains rules governing Medicaid and\n\n\n\n\n  State Children Health Insurance Programs (S-CHIP). This manual contains day-to-day\n\n\n\n\n  operating instructions, policies, and procedures based on statutes and regulations, guidelines, models, and directives. They are used by\n\n\n\n\n  CMS program components, contractors, and State survey agencies to administer CMS programs. For many others, they are a good source of\n\n\n\n\n  technical and professional information about the Medicare and Medicaid programs. Such programs\n\n\n\n\n  follow Social Security Administration regulations governing Supplemental Security Income (SSI).
