What is DHSS?\n\n\n<\/h3>\n\n\n<p>\n\n\n  A. DHSS is Delaware\u2019s largest state agency, employing almost 5,000 individuals in a wide range of public service jobs. Our\n\n\n  department includes 12 divisions which provide services in the areas of public health, social services, substance abuse and mental\n\n\n  health, child support, developmental disabilities, long term care, visual impairment, aging and adults with physical disabilities, and\n\n\n  Medicaid and medical assistance. The Department includes four long term care facilities and the state&#8217;s only psychiatric hospital, the\n\n\n  Delaware Psychiatric Center.\n\n\n<\/p><a class=\"anchors\" id=\"q2\">\u00a0<\/a>\n\n\n<h3>\n\n\n  Q. What is DVI?\n\n\n<\/h3>\n\n\n<p>\n\n\n  A. The Division for the Visually Impaired (DVI) is one of Delaware\u2019s oldest state agencies having celebrated its 100th year of\n\n\n  providing services to blind and visually impaired citizens in 2009. DVI has a state funded staff of approximately 65, (with an additional\n\n\n  45 positions in the Delaware Industries for the Blind and 17 in the Business Enterprise Program) and an annual budget of state and\n\n\n  federal funds of approximately $9 Million dollars.\n\n\n<\/p><a class=\"anchors\" id=\"q3\">\u00a0<\/a>\n\n\n<h3>\n\n\n  Q. What is the Mission and Vision of DVI?\n\n\n<\/h3>\n\n\n<p>\n\n\n  A. The MISSION of DVI is to provide educational, vocational, and technical support to empower and foster independence for Delawareans\n\n\n  with vision loss. DVI&#8217;s VISION is to be a leader in creating a world without barriers for individuals with vision loss.\n\n\n<\/p><br>\n\n\n<h2>\n\n\n  Eligibility\n\n\n<\/h2><a class=\"anchors\" id=\"q11\">\u00a0<\/a>\n\n\n<h3>\n\n\n  Q. Who qualifies for DVI Services?\n\n\n<\/h3>\n\n\n<p>\n\n\n  A. Eligibility for services is established by an individual\u2019s visual acuity as determined by their doctor and supplied by a\n\n\n  <em>signed<\/em> doctor&#8217;s report.\n\n\n<\/p>\n\n\n<p>\n\n\n  Eligibility for services from DVI is prioritized as follows:\n\n\n<\/p>\n\n\n<ul>\n\n\n  <li>\n\n\n    <strong>Totally Blind<\/strong> &#8211; No Light Perception.\n\n\n  <\/li>\n\n\n  <li>\n\n\n    <strong>Legally Blind<\/strong> &#8211; 20 \/ 200 visual acuity in the better eye with correction; <strong>OR<\/strong>, has a field restriction\n\n\n    limited to 20 degrees or less.\n\n\n  <\/li>\n\n\n  <li>\n\n\n    <strong>Severely Visually Impaired<\/strong> &#8211; 20\/70 to 20\/200 visual acuity in the better eye with correction.\n\n\n  <\/li>\n\n\n<\/ul><a class=\"anchors\" id=\"q12\">\u00a0<\/a>\n\n\n<h3>\n\n\n  Q. The Newsline\n\n\n  provides the content of over 300 local and national newspapers and magazines to the visually impaired without charge via touch-tone\n\n\n  telephone and the Internet twenty-four hours a day, seven days a week.\n\n\n<\/p>\n\n\n<p>\n\n\n  Another resource is Talking Books, a cooperative program with local libraries which mail audiobooks, magazines, and audio equipment\n\n\n  directly to blind or visually impaired enrollees at no cost.\n\n\n<\/p><a class=\"anchors\" id=\"q33\">\u00a0<\/a>\n\n\n<h2>\n\n\n  Q.
