Quality Control Unit are called upon by the Secretary and by staff of the various Divisions to\n\n\n\n\n\n  provide technical assistance, carry out special in-depth research and analysis, and manage projects of the types described below:\n\n\n\n\n\n<\/p>\n\n\n\n\n\n<ul>\n\n\n\n\n\n  <!--<li>\n\n\n\n\n\n    <strong>Birth to Three (Part C) Early Intervention System<br \/><\/strong> This is the administrative unit for the statewide <a href=\n\n\n\n\n\n    \"birth3\/directry.html\">Birth to Three Early Intervention System<\/a> in Delaware. It supports a coordinated system of Early Intervention\n\n\n\n\n\n    as outlined in Part C of the Individuals with Disabilities Education Act (IDEA). This system provides resource and policy information\n\n\n\n\n\n    concerning services for children ages birth to three years with developmental disabilities or delays and their families. Through Child\n\n\n\n\n\n    Development Watch, Division of Public Health, the system provides assessments, service coordination, Individualized Family Service\n\n\n\n\n\n    Plans, and referrals to community services to families of children with disabilities or developmental delays. The system assists\n\n\n\n\n\n    families in coordinating services\u00a0 based on their child\u2019s disability or delay. Eligibility is based on diagnosis and degree\n\n\n\n\n\n    of developmental delay, not on the family\u2019s income.\n\n\n\n\n\n  <\/li>-->\n\n\n\n\n\n  <li>\n\n\n\n\n\n    <strong>Human Subjects Review Board (HSRB)<\/strong><br>\n\n\n\n\n\n    The HSRB functions in accordance with federal regulations governing Institutional Review Boards. The Board\u2019s activities are\n\n\n\n\n\n    managed by this Unit, providing both the chairperson and primary staffing. Projects must be <a href=\"hsrbservice.html\">submitted for\n\n\n\n\n\n    HSRB review<\/a> whenever Department clients are to be the subjects of a research project. This mandate covers research done both by\n\n\n\n\n\n    DHSS staff and outside researchers. Only after a project has been approved by the Board and the DHSS Secretary can it be carried out.\n\n\n\n\n\n    The Board must have at least 12 members, three of whom must be from outside the Department. Currently, there are four outside members,\n\n\n\n\n\n    representing the areas of law, ethics, prisoner advocacy and nursing.\n\n\n\n\n\n  <\/li>\n\n\n\n\n\n  <li>\n\n\n\n\n\n    <strong>Quality Control<br><\/strong>This unit determines the eligibility for and accuracy of the benefits received by clients for Food\n\n\n\n\n\n    Stamps and\u00a0 Medicaid. It also provides feedback to the Division\u00a0of Social Services staff regarding findings and assists in\n\n\n\n\n\n    developing solutions to problems identified.\n\n\n\n\n\n  <\/li>\n\n\n\n\n\n  <li>\n\n\n\n\n\n    <strong>Special Projects\/Analysis of Cross-Cutting Issues\/Program Coordination<br><\/strong>Topics handled by this unit are usually\n\n\n\n\n\n    those that affect more than one target population, typically involving several Divisions within DHSS and possibly outside\n\n\n\n\n\n    stakeholders\/consumers\/advocates.
