Information Resources Management (IRM)
General Description of Functions/Services
- Help Desk
Provide first and second level software and hardware support for all Divisions of DHSS. Provide prompt,
immediate response to network/telephone emergencies and provide status of issues affecting Department-wide
service. Information Security Officers provide necessary assistance, documentation and authorization for
DHSS users to allow access to the various departmental and State-wide applications as well access to the
State data network.
- Application Support
Provide automated mainframe and client/server applications support functions for DHSS, including analysis,
design, development, testing and implementation of new applications and modifications to existing applications.
Directly manage Divisional state applications developers along with vendors and contractors providing
applications support. Perform technical reviews of RFP's, contracts and IT purchasing for quality
assurance purposes. Facilitate Joint Application Design (JAD) sessions with client Divisions. Liaison
with Department of Technology and Information (DTI) staff for mainframe technical support and data center
operations services.
- Network Support
Formulate, recommend, and implement IT strategies critical to the Department's eleven Divisions.
Maintain an active program of promoting IT uses, based on a high level of knowledge of both IT developments
and the business operations of DHSS, so as to maximize the degree to which the Department realizes the
benefits of IT applications. Also responsible for developing and documenting standards, procedures, policies
and contractual provisions for the acquisition and management of DHSS statewide information resources
and for the publication of the Department's annual IT plan. Participate in the planning phases of
all Departmental IT projects such as MMIS, EDW/DSS, and HIPAA.
- Telephone Support
Provide solutions for telephone system upgrades, modifications and improvement of services. Provide timely
repairs for telephone systems throughout DHSS. Provide support for cellular service, paging service and
assistance with fax services. Facilitate repairs to all voice and data circuits for DHSS.
- Information Technology Training
Open Training sessions -- these are instructor led training in a conference room setting with no advance
registration required by attendees. Closed Training sessions -- similar to the Open Training, but attendance
is restricted to a smaller audience, consisting of members of a particular unit or office on a particular
aspect or function of a software program. Scheduling, subject matter and location is coordinated by the
particular unit. One-on-one training -- Hands on, one-on-one training. Training takes place in the Training
Administrators Office or at the individual's work site. Advanced registration and supervisory approval
are both required. Training topics include: Intro to PC/Windows, Intro to DHSS Mail, Intro to Word for
Windows, Intro to Excel, Intro to PowerPoint, Intro to Access, Intro to the Internet, DBII/SQL, Microsoft
Outlook, Advanced Word for Windows and Advanced Excel
- Information Technology Planning and Management
Formulates, recommends, and implements IT strategies critical to the Delaware Health and Social Services'
eleven Divisions. The unit maintains an active program of promoting IT uses, based on a high level of

which the Department realizes the benefits of IT applications. IT Planning is also responsible for developing
and documenting standards, procedures, policies and contractual provisions for the acquisition and management

- Information Technology Purchasing
Review all Information Technology purchases in the Department. Promote standardization of hardware and
software, provide guidelines and ensure the use of vendors on state contract. Track the purchases of new
Personal Computers and of required PC software to ensure proper licensing for DHSS computers.
