  1. I-95 South
  2. Delaware Route 1 South
  3. Take the North Dover exit (50 cent toll)
  4. Turn Left onto DE Route 13 South
  5. Proceed on Route 13 South across Route 8
  6. Turn Right onto Loockerman Street
  7. Proceed through one traffic light (at Legislative Avenue)
  8. Turn Left onto Federal Street (at the next possible turn)
  9. Turn Left onto William Penn Street
  10. The Jesse S. Cooper Building is the first building on the right

From the South:
(Including: Lower Kent County and Sussex County, Delaware and Maryland)
  1. Route 13 North
  2. Turn Left onto State Street (at light after the Hertrich Automobile Dealership)
  3. Proceed North on State Street for approximately 2 miles
  4. Turn Right on Water Street
  5. Turn Left onto Federal Street
  6. The Jesse S. Cooper Building is on the right

From the East:
(Including: Little Creek Landing)
  1. South Little Creek Road West (this turns into Court Street)
  2. Continue on Court Street around Legislative Hall and proceed through the first stop sign
  3. Turn Left onto Federal Street at the next stop sign
  4. Turn Left onto William Penn Street
  5. The Jesse S. Cooper Building is the first building on the right

From the West:
(Including: Bethesda and Hartly)
  1. US Route 301 (to Dover)
  2. Route 8 East
  3. Bear to the Right onto Loockerman Street (where Route 8 splits in Dover)
  4. Continue on Loockerman Street past the downtown area
  5. Turn Right onto Federal Street
  6. Turn Left onto William Penn Street
  7. The Jesse S. Cooper Building is the first building on the right
Parking: Free, fifteen minute parking for the Jesse S. Cooper Building can be found directly in front of the building on William Penn Street.
