Refugee Cash Assistance

Refugees are persons outside their country of nationality who are unable or unwilling to return to the country because of persecution or a well-founded fear of persecution. The President of the United States determines the number of refugees to be admitted into the country each year. National voluntary agencies (volags) place refugees with local sponsors throughout the States. To further assist refugees in their resettlement, the 100% federally funded Refugee Resettlement program provides social services, cash assistance, and medical assistance for a limited time period.

Cash and medical assistance is limited to eight months after arrival into the United States; thus refugees must achieve self-sufficiency and social adjustment as quickly as possible. Intense social services are provided to meet this goal. Currently, Delaware contracts with Jewish Family Services of Delaware (JFS) for social services statewide. For families meeting the eligibility for the Temporary Assistance for Needy Families (TANF) program, refugees can receive benefits as permitted by the TANF program. Social services can be provided for five (5) years after arrival. These social services include employment services, English as a second language, literacy, counseling, enculturation, and case management services as needed.
