Community Resiliency Fund


Program Summary: ROUND 2 (Statewide)

The Department of Health and Social Services (DHSS) is charged with distributing funds to community- or faith-based 501(c)3 charitable organizations serving primarily Delawareans who are low-income and/or racial or ethnic minorities. DHSS is authorized by the State of Delaware to distribute CARES Act Relief funds for expenses incurred due to the COVID-19 pandemic.

Applications will open on November 20 and are due no later than December 2, 2020. Applications will be reviewed on a rolling basis and awarded based on a standard percentage of unreimbursed and projected eligible expenses. Up to $3 million is available for this funding opportunity

Applicants will need to provide their organizational information and a brief overview of the funds requested for reimbursement, as well as how projected expenses through December 30, 2020 will be spent. All expenses must comply with U.S. Treasury Department guidance and FAQ and applicants must attest to terms and conditions required by the State in addition to completing the below application.

Eligible Applicants

Applicants must be a 501(c)3 charitable organization in Delaware and have been in operation as of February 1, 2020. A majority of an applicant services must be focused on supports for low-income and/or racial or ethnic minorities.

Reporting Requirements

Applicants will be required to attest that they reviewed the U.S. Treasury Department guidance and FAQ, will use received funds for acceptable expenses as defined in those documents, as well as to attest to legal terms and conditions.

Funding

Funding is available through a one-time federal funding award.

Timeline

The timeline will vary based on application submission date and when it receives budget approval. Applications will be reviewed on a rolling basis starting November 23, 2020
