Confidentiality is the protection of entrusted information from unauthorized use, access or disclosure. In the field of cancer registry management, any data/information that is patient identifiable is considered confidential. The Health Insurance Portability and Accountability Act (HIPAA) of 1996 is to protect the confidentiality, integrity, and availability of an individual's protected health information.
Certain uses such as for Treatment, Payment and Health care Operations (TPO) are permitted:
Delaware Cancer Registry (DCR) workforce routinely collect, evaluate, interpret and disclose protected health information. Consequently, DCR workforce are bound by the regulations and laws applicable to accessing, using and disclosing confidential information, and the processes and technologies required for protecting the privacy and security of this information. All DCR workforce are required to annually review and sign a confidentiality statement.
