Managed Care Organization Selection

The Division of Medicaid and Medical Assistance (DMMA) would like to provide additional information and clarification to those recipients who are having difficulties with the selection of a Managed Care Organization (MCO) during the 2023 Enrollment Period and apologize to those who may have received incorrect information during this transition.

Please know the following:

• NO person's Medicaid benefits have been ended or terminated. You are currently enrolled in the Delaware Medicaid program.
• Between October 1 and October 13, 2022, individuals enrolled in Delaware Medicaid program should have received a letter related to their current benefits.
• The letter stated your currently assigned MCO - AmeriHealth Caritas, Highmark Health Options, or Delaware First Health.
• On October 21, 2022, members who were enrolled with Delaware First Health were called by the Health Benefits Manager.
• The new benefits period began January 1, 2023.
• You have 90 days from January 1, 2023, to change MCOs if you choose.
• All prior approved procedures, services, and benefits authorized by your prior MCO will be honored and maintained for 120 days from January 1, 2023.

If you were enrolled in a Delaware First Health managed care plan starting January 1, 2023, you should have received a New Member Welcome Packet highlighting the benefits available to you.

Although you have been enrolled in Delaware First Health MCO, you have the option to change your managed care plan to the plan that best fits your healthcare needs or back to your original plan within the first three months after enrollment.

To switch MCO plans, please contact the Health Benefits Manager at 1-800-996-9969 with any questions. Due to large call volumes, there may be long wait times. If you are unable to hold, please leave a message and you will receive a return call within 48 to 72 hrs. As a reminder, any approved procedures, services, and benefits authorized by your prior MCO will be honored and maintained for 120 days from January 1, 2023.
