You may access the Delaware Division of Social Services (DSS) Manual at the State of Delaware Administrative Code site. This manual explains rules regarding eligibility for DSS programs including Food Supplement Program, Temporary Assistance for Needy Families (TANF), General Assistance, Subsidized Child Care, Medicaid, Delaware Healthy Children Program, and the Delaware Prescription Assistance Program.

Title 42 of the Code of Federal Regulations (CFR), Volume 2, Chapter IV, parts 430 – 499 contains rules governing Medicaid and State Children Health Insurance Programs (S-CHIP). Several Medicaid qualifying programs base Medicaid eligibility on Supplemental Security Income (SSI) eligibility standards. Such programs follow Social Security Administration regulations governing Supplemental Security Income (SSI).
