DSAMH Annual Synar Report 2016
The Annual Synar Report (ASR) format provides the means for states to comply with the reporting provisions
of the Public Health Service Act (42 USC 300x-26) and the Tobacco Regulation for the Substance Abuse Prevention
and Treatment Block Grant (SABG) (45 CFR 96.130(e)). In accordance with the tobacco regulations, states
are required to provide detailed information on the progress made in the enforcing youth tobacco access
laws and future plans to ensure compliance with the Synar requirements. The information gathered for the
Synar report can help states describe and analyze substate needs for program enhancements. The 2016 ASR
provides the most recent information for the State of Delaware's Synar compliance season. Synar compliance
checks are conducted by the Division of Alcohol and Tobacco Enforcement and the data collected is reported
to the Division of Substance Abuse and Mental Health for annual reporting purposes. The 2016 ASR is made
available prior to federal submission for public comment and review. All questions or comments about the

The Sex Offender Management Board (SOMB)
has established standards for the credentialing
certification of sex offender treatment professionals wishing to practice and provide services in
Delaware to convicted adult sex offenders and/or adjudicated juveniles must be certified by the board
