Delaware Division of Developmental Disabilities (DDDS) Home and Community-Based 1915(c) Lifespan Waiver Renewal

In accordance with the public notice requirements of 42 CFR 441.304(e) and (f) and Title 29, Chapter 101 of the Delaware Code, Delaware Health and Social Services (DHSS)/Division of Medicaid and Medical Assistance (DMMA) gives notice related to the renewal of the DDDS HCBS Medicaid Waiver authorized under section 1915(c) of the Social Security Act. The purpose of this posting is to provide public notice and elicit public input regarding Delaware's proposed amendment to its current HCBS Waiver that serves individuals with intellectual and developmental disabilities (IDD) to create the Lifespan Waiver. Lifespan Waiver Renewal 7, Amendment 2 (238 pages).

This link is to the complete DDDS Medicaid HCBS Lifespan Waiver 7th renewal, 2nd amendment application that was approved by CMS. The Lifespan Waiver Amendment, which was amendment 1, adds several family support services geared toward individuals with IDD who are living in the family home. Amendment 1 also adds waiver slots to enable individuals who are receiving DDDS day services to enroll in the waiver. Individuals can receive family support services in addition to the day services they are currently receiving. Amendment 2 enabled individuals who enroll in the DDDS Lifespan Waiver and are living in the family home to remain enrolled with a Medicaid Managed Care Organization (MCO) to continue to receive their non-waiver Medicaid benefits.
