The State of Delaware and the Division of Substance Abuse and Mental Health (DSAMH) have partnered with OpenBeds, Inc., to create a statewide, comprehensive referral network consisting of referring, treatment, and support resources for behavioral health and substance use disorder treatment. This initiative will be critical in combating the opioid crisis as well as in supporting state initiatives to care for individuals with substance use disorders and other behavioral health needs.

The purpose of the network is to make current referral processes more effective and efficient at the organization level by eliminating frustrating, inefficient manual processes, creating transparency, and providing useful analytics. The newly created Delaware Treatment and Referral Network (DTRN) automates the current manual processes using a web-based application that securely connects providers to each other so that Delawareans may efficiently access behavioral health and substance use disorder care. The DTRN will have the ability to quickly locate the most appropriate and available level of care and send a digital referral to a provider, 24 hours a day, seven days a week. At the state level, we hope to promote more efficacy statewide, better manage behavioral health resources, identify gaps in care, and promote best practices.

OpenBeds is the vendor for the DTRN platform. You may work directly with members of OpenBeds team to configure your services, and perhaps as you and your staff learn to use the network. Once a member, nearly all of your contact will be with DSAMH staff.


The Delaware Treatment and Referral Network operates on multiple platforms. Accessing the Network requires only a connection to the Internet and a Web browser. You can run this service using either a PC or a Macintosh computer, and supported browsers include:

OpenBeds is a cloud-based platform that meets or exceeds all security requirements regarding the transfer of any non-public information set by the State of Delaware and HIPAA security standards (e.g. authorization, encryption, audit logging, etc.) including but not limited to Protected Health Information ("PHI").
