If you do not have health insurance or have insurance that doesn’t fully meet your healthcare needs, you may be eligible for free addiction treatment services through Delaware’s Division of Substance Abuse and Mental Health (DSAMH).

- Ask your physician to make a referral through the Delaware Treatment and Referral Network (DTRN)/OpenBeds.
- Visit or call your local DSAMH Bridge Clinic. Bridge Clinic staff will conduct an assessment to determine what treatment is right for you. Bridge Clinics can offer short-term outpatient treatment, counseling, peer support, care coordination, and same or next day buprenorphine treatment, before linking you with a long-term treatment option.

Most addiction treatment programs start with a complete check-in. An addiction expert looks at your needs to help plan your care. To get checked, call or visit a Bridge Clinic, or call the other programs listed below.
What types of programs are available?
Outpatient
- Outpatient programs are based in clinics. They offer education, support, counseling, and medicine to help people recover.
Intensive Outpatient and Other Outpatient Treatment
- Intensive outpatient programs are based in clinics. They offer counseling, peer support, case management, and medicine to help people recover.
Residential
- Residential treatment programs give people a safe place to stay. While living there, they join outpatient or intensive outpatient programs.
Inpatient (Hospital)
- Patients get around-the-clock medical care from doctors and nurses. They help manage complex withdrawal, psychiatric, or medical issues.
What services do addiction treatment programs include?
Medications for Opioid Use Disorder (MOUD)
- These highly effective medications – such as methadone, buprenorphine, and naltrexone – help stop withdrawal symptoms and cravings and are usually prescribed or administered in a clinic setting. The program directory below indicates which programs provide MOUD with the ℞ symbol.
Case management services
- Trained professionals help you gain access to medical, social, educational services, and other resources.
Peer services
- Peer Recovery Specialists support you in your recovery from addiction, mental health conditions, or both. Peer Recovery Specialists are specially trained individuals who have maintained their own successful recovery and help others through shared understanding, respect, and mutual empowerment.
Counseling
- Professional counselors help you identify goals and potential solutions to problems you are facing, improve your communication and coping skills, strengthen your self-esteem, and help you make changes in your life that support your mental wellbeing and recovery.

Where can I get Naloxone (commonly called “Narcan”) and other harm reduction resources?
Accent Naloxone
Naloxone, also called Narcan, is a medicine that can quickly stop an opioid overdose and save a life. Free naloxone is available at Bridge Clinics, DSAMH training events, community partner locations, harm reduction vending machines, and by mail. Visit Help Is Here for more information.
Syringe Services Program
Brandywine Counseling and Community Services and Impact Life offer syringe services programs in Delaware. These programs provide sterile supplies, naloxone, safe disposal, and information on preventing overdose and disease. They can also connect people with treatment, recovery services, health care, and other support. Contact each program for current locations, hours, and services.
Drug-Checking Tools
Fentanyl, xylazine, and medetomidine test strips are available from most naloxone partners across Delaware. These strips can help find harmful substances that may be mixed with drugs. Drug testing does not make drug use safe, but it can help people make safer choices and prevent overdoses. BCCS, Impact Life, and DSAMH PORT teams also offer lab testing for street drugs.
Harm Reduction Vending Machines
Delaware has harm reduction vending machines that offer free supplies 24 hours a day, 7 days a week. Supplies may include naloxone, test strips, and other items that can help reduce the risk of overdose and other harms.
