    Training, Credentialing and Licensure

    The DSAMH Training Office provides or facilitates workshops developed and presented by faculty who are experts in the fields of recovery from mental illness, substance use conditions, and gambling-related problems. New and innovative trainings offered throughout the state ensure that behavioral health practitioners have access to the latest evidence-based treatment modalities and best practices material. In compliance with certification requirement, certificate of training will only be issued to those who register for and complete an active workshop.

    Evaluation and Obtaining Certificate Procedures

    A Certificate of Training will be available to those who register for and complete an entire workshop, as well as, completing the workshop evaluation online through the Delaware Learning Center.  Completion of an evaluation within 30 days of the event’s conclusion is required in order to obtain a certificate.  Certificates are typically available on the DLC two business days after a workshop has been completed.

    Registration

    All individuals wanting to attend any DSAMH Training Office educational offering must register online through the Delaware Learning Center (DLC).

    For State of Delaware employees, DLC can be accessed @ http://www.hrm.omb.delaware.gov/training if you are logged into the state network.

    For Non-State of Delaware employees, DLC can be accessed @ https://stateofdelaware.csod.com/default.aspx?c=dsamh-selfreg.  If you are new to DLC, create an account by clicking on the “Register” and completing all fields.  There is a $2.50 fee to register for each training event, payable on line by credit card only.  There is no cost to look through the selection of training events. If the event is a no-cost event, the $2.50 registration fee is the only charge applied.  There are no refunds for the $2.50 registration fees.  Registrations are not finalized until payment of the registration fee has been processed.  You will not be charged anything until you use the shopping cart.

    Registrants are responsible for notifying their supervisor of scheduled trainings.

    Attendance

    Participants confirmed for a workshop are expected to attend the entire workshop.  Participants are expected to arrive on time and remain throughout the entire workshop

    If a participant’s name is not on the class roster, they are not registered for the workshop, and are not able to attend the workshop.

    ​Admission Confirmation

    Notification is made by e-mail, regarding admission or wait list status.  It is the responsibility of the participant to carefully read any e-mail received.  If you do not receive confirmation notification consult your online record on DLC.  A wait list is maintained electronically.  Substitutions are not accepted.

    Please check email to confirm your status for a requested workshop.  Email must state that you are “confirmed” to attend.  Walk ins are not able to be accommodated.

    Wait List

    When an educational event has reached capacity, subsequent registrations will be placed on a waitlist.  Registrants placed on the waitlist will not have the registration processed and no registration fee will be requested at that time.  When an opening for the event becomes available on a first come, first served basis, the registrant will receive an e-mail informing them that an opening has become available, with a time frame for the registrant to go to the DLC and pay the fee.  Again, the e-mail simply informs the registrant of the opening, but requires the registrant to pay the registration fee to be registered for the event within the stated, specified time.  Failure to pay the fee within the specified time frame results in the system automatically denying registration.

    Withdrawal Procedures

    To withdrawal, log on to your DLC account, then go to the “Learning” tab, and click on “View Your Transcript” and find the session, then click on the “View Details” (next to the title of the session) and select the “Withdraw link” for the session.

    If there is a charge to attend a training event, refunds may be issued to those who withdraw in advance of stated deadlines with the exception of processing and registration fees.  However, the amount refunded may be reduced or denied if the request for withdraw is received after an event’s stated deadline to do so.  All withdraw requests must be submitted in accordance with the training event’s cancellation policy.  Funds will be issued by the same payment method used for the initial registration.

    All registrants who fail to cancel and do not attend their registered training may be reported to their program directors.

    Cancelation Procedures

    In the event of a state-ordered closing of government agencies or an unexpected circumstance, all trainings scheduled for that day will be cancelled.  The DSAMH Training Office will make every effort to contact registrants and will attempt to re-schedule, although this cannot be guaranteed.

    Some workshops offered through the DSAMH Training Office may earn participants continuing education hours. Participants assume all responsibility for ensuring that the certificate of training will be accepted by their professional licensing organization. In compliance with certification requirements, certificates of training will be issued to those who register for and complete an entire workshop.

    These Certification Boards pre-approve DSAMH-offered workshops:

    • Delaware Board of Nursing (DBN) The DSAMH Training Office is an approved provider of Continuing Education credits under the rules and regulations for mandatory education set forth by the DBN.
    • National Association of Alcoholism and Drug Abuse Counselors (NAADAC) The DSAMH Training Office is an approved NAADAC Education Provider. Courses leading to basic counselor training and/or personal self-improvement are not acceptable as Continuing Education Courses. The provider number is 62569.
    • National Board For Certified Counselors (NBCC) The DSAMH Training Office has been approved by NBCC as an Approved Continuing Education Provider, ACEP No. 5047.  Programs that do not qualify for NBCC credit are clearly identified.  The DSAMH Training Office is solely responsible for all aspects of the programs.
    • CE The DSAMH Training Office will award a certificate of training to participants who complete a workshop.

    Individual workshops may be pre-approved by the following accrediting bodies. Please contact individual accrediting bodies for verification. Post-event approval may also be sought from these accrediting bodies and individual participants.

    • Certified Employee Assistance Professionals Association, Inc. (CEAP)
    • Commission on Rehabilitation Counselor Certification (CRCC)
    • Delaware Certification Board (DCB)

    Participants may contact the following boards to submit workshop materials to verify that individual workshops meet their continuing education requirements.

    • Delaware In-Service Credits for Educational Professionals (DOE)
    • Delaware Psychological Association (DPA)
    • Delaware State Board of Social Work Examiners (DSBSWE)

    Individual workshops may have additional certifications connected to them.

    The Division of Substance Abuse and Mental Health Training Office applies to numerous certification and professional licensing boards to request those entities’ approval for many of the Training Office’s educational offerings.

    Upcoming Training Opportunities

    The Certified Alcohol & Drug Counselor (CADC) series includes 16 two-hour workshops intended to help substance use professionals brush up on skills and/or prepare to take a CADC or NCAC-1 certification exam.  Workshops are also for those with a general interest in learning more about providing support to people with substance use disorder. Workshops are “stand alone” in terms of content and can be taken individually. Please register for each individual workshop you wish to attend, including all 16 if you wish to attend the entire series. CE-eligible.  

    DLC Learning Search:  DSAMH – CADC

    This series aims to empower organizations to create synergy with clients while ensuring physical and environmental safety for staff. Topics include field safety, office safety, and de-escalation. The workshops can be taken individually or as a series (must register individually for each session).

    DLC Learning Search:  DSAMH – 360 Safety

    Mental Health First Aid introduces participants to risk factors and warning signs of mental health concerns, builds understanding of their impact, overviews common treatments, and provides practical skills for applying “Mental Health First Aid” thru a 5-step Action Plan. This training is not eligible for CE credits.  However, registrants who successfully complete the pre-work (NOTE: pre-work is only required for virtual trainings), fully attend the training session, and complete post-work requirements can receive a 3-year certification in Mental Health First Aid from the National Council on Mental Wellbeing.

    These trainings support all levels of the organization in ensuring that Delaware is a trauma-informed state in accordance with Governor Carney’s Executive Order 24.  Workforce core competencies are addressed across four levels of trauma-informed care, as outlined in the DHSS Developmental Framework for Trauma-Informed Individuals:  trauma-aware, trauma-sensitive, trauma-responsive and trauma-informed.   Trainings focus on direct care staff-client, coworker-coworker, management-employee, and executive management-organizational focus. Please check individual sessions for CE-eligibility. 

    This 3-part course is for both APRNs and RNs, covering addictions nursing competencies that include foundations, assessment, and skills checklist.  This course aims to prepare the participant for the Certified Addictions Registered Nurse certification exam. This includes both Basic and Advanced Practice Certification.

    Mental Health Screener Credentialing

    The Division of Substance Abuse and Mental Health credentials mental health screeners subject to 16 Del. Admin. C. § 6003. Under 16 Del. C. § 5004, only a credentialed mental health screener (CMHS) may initiate the emergency detention of an individual for psychiatric observation and evaluation.

    This guide is designed to help you obtain or renew your credential as a CMHS.

    To qualify for enrollment in the Division’s CMHS training, applicants must meet the following educational, licensure, clinical experience, and supervision prerequisites:

    To begin the credentialing process, please submit the following documents:

    • Certified Mental Health Screener Application
    • Current resume or curriculum vitae
    • Copy of active professional license and/or certifications (if applicable)

    Once your application is approved, you must complete the Division’s CMHS training through the Delaware Learning Center and achieve a passing score on the exam.

    • Format: Self-paced, pre-recorded online modules
    • Start Dates: Courses begin on the 2nd Monday of January, March, May, July, September, and November
    • Completion Deadline: The training must be completed within 90 days
    • Incomplete training will be removed from your DLC transcript
    • You will need to reapply to re-enter the program

    You must renew your credential every two years.
