If you’re preparing for military deployment or activation, the Division of Child Support Services (DCSS) is here to support you and your family. We can help you update your case, adjust your child support order (if needed), and make sure your payments continue while you serve.
Planning ahead will help ensure that your legal obligations are met and your child’s needs remain a priority during your deployment.
Key Steps to Take Before Deployment
Update Your Contact Information
Make sure DCSS has your current:
- Mailing address
- Phone number
- Employer and income details
Call DCSS Customer Service at (302) 577-7171 to update your record.
Transfer Income Withholding Orders (IWOs)
If your child support is currently withheld through your civilian employer, contact DCSS to have the IWO transferred to the Defense Finance and Accounting Service (DFAS) once you’re on active duty.
This helps ensure uninterrupted child support payments while you’re deployed.
Modify Your Child Support Order
If you expect a decrease in income during active duty, you may request a modification of your child support order.

File a Petition for Support Modification with Family Court.
- Include:
- Anticipated deployment dates
- Military rank and years of service
- Civilian and military income documentation (LES, pay stubs, employer letters)
- Write “Guard/Reserve” in the top-right corner of your petition for priority review.
File a Motion for Interim Financial Relief if your deployment is imminent and your hearing hasn’t been scheduled.
After You Deploy
You may still file a modification request. Contact your JAG Officer for guidance on submitting documentation while on active duty.
Note: Filing a modification doesn’t automatically reduce your child support. The court may adjust it up, down, or determine no change is needed.
Establish Paternity Before Deployment
If you’re not legally recognized as your child’s parent yet, consider establishing paternity before deployment. This is especially important for ensuring access to:
- Health insurance
- Military and veteran benefits
- Life insurance and inheritance rights
How to Establish Paternity
- Sign a Voluntary Acknowledgment of Paternity (VAP) with the other parent.
- If you’re unsure about parentage, request genetic testing before signing.
- The VAP must be notarized and filed with the Delaware Office of Vital Statistics.
- There’s no fee to sign or file a VAP. Notary services are free at DCSS offices.
A VAP form can be mailed to a parent serving out of state — just sign it before a notary public and return it.

Providing Health Benefits for Children Born Out of Wedlock
According to the Department of Defense:
- Once validated, your child can be enrolled in the Defense Enrollment Eligibility Reporting System (DEERS) to receive military health coverage.
- Parents or sponsors may bring the VAP and other documentation to the nearest military ID card office.
