    Medicaid, Children’s Health Insurance Program and other Medical Assistance Programs

    The Division of Social Services determines eligibility for Medicaid and medical assistance to eligible low-income Delaware families, and to eligible Delawareans who are aging, have visual impairments and/or physical disabilities whose income is insufficient to meet the cost of necessary medical services.

    Medicaid provides free or low-cost health coverage to eligible low-income adults, children, pregnant women, the elderly and people with disabilities.

    The Division of Social Services determines Medicaid eligibility in Delaware, based on income, age, family size and disability.

    The Delaware Healthy Children Program is a low-cost health insurance program for Delaware’s uninsured children.

    The Delaware Healthy Children Program features the same high-quality coverage families get with some of the best private insurance plans. The Division of Social Services determines eligibility for uninsured Delaware children from birth to age 19 who live in families with countable income at or below 212% of the federal poverty level.

    • Call the Delaware Healthy Children Program at 1-800-996-9969 to request a copy of the form in English or Spanish.

    Proof of family income (full month’s pay stubs, award letters or latest tax-return if self-employed), proof of identity and citizenship or lawful alien status (copy of front and back of alien card or INS paperwork), and proof of pregnancy (if someone in the household is pregnant) also needs to be mailed with your application.

    The Delaware Prescription Assistance Program (DPAP) helps cover up to $3,000 per year of medically necessary prescription medications and Medicare Part D premiums for Delawareans who are elderly or have disabilities and cannot afford the full cost of filling their doctor’s prescriptions.

    This program is for Delawareans who have no prescription insurance other than Medicare Part D, whose income is at or below 200% of the federal poverty level, or whose prescription costs exceed 40% of their income.

    Administered by the Division of Social Services, the state-funded Chronic Renal Disease Program assists Delawareans diagnosed with end stage renal disease. All third-party resources, such as Medicare, Medicaid, Veterans Administration benefits, private insurance, must be used before CRDP funds are used.
