    Diamond State Hospital Cost Review Board

    The Diamond State Hospital Cost Review Board monitors hospital spending to control rising health care costs. The Board consists of eight members: seven appointed by the Governor and confirmed by the Senate, and the executive director of the Delaware Healthcare Association.

    The Diamond State Hospital Cost Review Board (DSHCRB) posts this guidance and exhibit set for the 2027 filing cycle, covering FY2026 (June 30 fiscal year-end hospitals) and FY2025 (December 31 fiscal year-end hospitals).

    Hospitals submit this information annually under 16 Del. C. § 9953(a) and 16 DE Admin. Code 5003. The Board uses it to issue findings under § 9953(d)(7) on whether each hospital met the state’s health-care spending policy directive, measured against Delaware’s Health Care Spending Benchmark (4.2% for 2025, 4.9% for 2026).
